NAINA Explained: What Every Panvel Plot Buyer Must Know Before Investing

If you are looking at NAINA plots in Panvel, you will hear words like TPS, final plot and land pooling. They matter more than the price per square foot. A plot inside NAINA can be an excellent long-term buy, or a legal headache, depending on where it stands in the planning process. This guide explains NAINA in plain language.

What is NAINA?

NAINA stands for Navi Mumbai Airport Influence Notified Area. It is the zone around the new airport that CIDCO is planning as a new urban area, so that growth around the airport is orderly rather than haphazard. It covers 94 villages: 92 in Panvel taluka and 2 in Uran taluka.

How NAINA land pooling works

NAINA uses a Town Planning Scheme (TPS) model. Landowners hand over their land to the scheme. CIDCO uses part of it for roads, drains, schools and open spaces. Each owner gets back 40% of their original holding as a developed final plot, usually near the original location, with better access and higher development potential.

In simple terms, you trade a larger piece of raw land for a smaller piece of planned, serviced land.

Where NAINA stands in 2026

  • CIDCO’s pilot covers 23 villages under 11 town planning schemes.
  • Property cards for TPS 1 and 2 have been prepared, and final plots have been handed over in TPS 2 villages.
  • The state approved TPS 4, 5, 6 and 7, and CIDCO has tendered roads and drains across several schemes.
  • In July 2026, Chief Minister Devendra Fadnavis directed officials to speed up approval of NAINA town planning schemes and to correct errors and distribute property cards.

Progress has been slow, and some villagers still oppose the scheme. But 2026 has seen the strongest government push so far.

For most buyers, a final plot with a property card is the safer choice.

Red flags when buying NAINA plots in Panvel

  • Unauthorised construction: CIDCO has warned that thousands of illegal structures in NAINA could face action. Never buy a building without permissions.
  • “No NAINA impact” promises: if the land is inside NAINA, it is affected. Ask for the TPS number.
  • Mismatched documents: the 7/12 extract, TPS records and property card must all match.
