NA Plot vs Agricultural Land in Maharashtra: Which One Can You Legally Buy?
NA plot vs agricultural land in Maharashtra: who can buy each, what you can build, loans, NRI rules and how NA conversion works.

Drive from Panvel to Karjat and you will see hundreds of boards selling land. Some say “NA plot”. Others say “farm land” or “farmhouse plot”. The choice of NA plot vs agricultural land decides whether you can legally buy it, build on it, get a loan for it and sell it later. This is the most important thing to understand before buying land in Raigad.
The short answer

- An NA (non-agricultural) plot has permission for non-farm use, such as a home. Anyone can buy it, including NRIs for residential use.
- Agricultural land is meant for farming. In Maharashtra, it can generally be bought only by agriculturists, and building a home on it needs conversion first.
Who can buy agricultural land in Maharashtra?
Maharashtra’s tenancy law restricts the sale of agricultural land to people who are agriculturists. In practice, a buyer usually needs to show existing agricultural land in their name, or qualify under specific exceptions with official permission.
NRIs and OCI holders cannot buy agricultural land, plantation property or farmhouses under India’s FEMA rules, though they may inherit it.
NA plot vs agricultural land: side-by-side comparison
| NA plot | Agricultural land | |
|---|---|---|
| Who can buy | Anyone (NRIs: residential and commercial) | Generally only agriculturists |
| Build a home? | Yes, as per sanctioned layout and permission | Not without NA conversion |
| Home loan | Usually available | Rarely available |
| Price | Higher | Lower |
| Resale | Wider pool of buyers | Limited to eligible buyers |
| Key document | NA order and approved layout | 7/12 extract and agriculturist proof |
How NA conversion works
If you own agricultural land and want to build, you apply to convert it:
Check the zone in the development or regional plan. Conversion is far easier in residential zones.
Apply to the Collector’s office (often through the tahsildar) with the 7/12 extract, survey map and zone certificate.
Submit a layout plan if you are dividing the land into plots.
Pay the conversion charges fixed by the government.
Receive the NA order (sanad), and update the land records.
In some planned areas the process is simpler, so ask your lawyer which route applies. Timelines vary from weeks to many months.
Five common traps
- “Farmhouse plots” sold to non-farmers without NA permission
- Small pieces split from a large farm without an approved layout
- “NA in process” sold at NA prices
- Plots inside forest, eco-sensitive or green zones where conversion is not allowed
- Buildings already standing on agricultural land without permission
