From 7/12 Extract to NA Order: The Complete Land Document Checklist for Raigad
7/12 extract to NA order: the complete land document checklist for buying plots in Raigad, with what each paper proves and red flags to spot.

In land, you are not buying soil. You are buying paper that proves the soil is yours. Whether you are looking at Panvel, Khalapur, Khopoli or Karjat, the same documents decide whether a plot is safe. This checklist starts with the 7/12 extract and walks through every document you should see before you pay.
The checklist at a glance

1. 7/12 extract (Satbara Utara)
The 7/12 extract is the basic land record in Maharashtra. It shows the survey number, area, owner’s name, land type, crops and any loans or rights recorded on the land.
Check: the seller’s name matches, the area matches the deal, and the “other rights” column has no loans or claims. Download the current copy from the Mahabhumi portal yourself.
2. 8A extract and mutation entries (Ferfar)
The 8A extract lists all land held by an owner in the village. Mutation entries record every change of ownership, such as sales, inheritance and partitions.
Check: each change in ownership has a matching mutation entry, going back at least 30 years.
3. Property card or NAINA final plot letter
In urban and town-planned areas, a property card replaces or supplements the 7/12. Inside NAINA, look for the final plot letter or property card from the town planning scheme.
4. NA order and sanctioned layout
The NA order proves the land can be used for non-agricultural purposes such as a home. If the land is divided into plots, the sanctioned layout shows your plot number, size and the roads.
Check: your plot appears on the approved layout with the same number and area as in your agreement.
5. Zone certificate
Issued by the planning authority, it shows whether the land is in a residential, agricultural, green, forest or reserved zone. Land reserved for a road, school or public use can be taken over later.
6. 30-year title search and encumbrance check
A property lawyer traces the chain of ownership and searches the sub-registrar’s records for loans, mortgages and earlier sales. Ask for a written title report.
7. MahaRERA registration (for plotted projects)
Developer plotted projects should be registered with MahaRERA. Check the registration number, possession date and project details on the MahaRERA website.
8. Tax receipts, NOCs and road access proof
Ask for recent land revenue or property tax receipts, any NOCs required, and proof that the access road is legally recorded.
After you buy
- Register the sale deed at the sub-registrar’s office and collect the Index II.
- Apply for the mutation so the 7/12 shows your name.
- Keep certified copies of every document in a safe place.
Red flags
| Red flag | Why it matters |
|---|---|
| Names differ across 7/12, deed and layout | Possible dispute or fraud |
| “NA in process” | You may not be able to build |
| Missing mutation entries | Broken chain of ownership |
| Loans in the “other rights” column | Land may be mortgaged |
| No recorded access road | You may lose access later |
