Third Mumbai (KSC New Town): What It Means for Land Near Panvel
Third Mumbai plots explained: KSC New Town will cover 124 villages near Panvel. See what is planned, where land sits and how to invest safely.

Mumbai has grown once into Navi Mumbai. Now the state is planning its third city. Officially called the Karnala–Sai–Chirner (KSC) New Town, and popularly known as Third Mumbai or Mumbai 3.0, it sits right next to Panvel. Interest in Third Mumbai plots has jumped since the 2026 state budget. Here is what is actually planned, and how to invest without taking on early-stage risk blindly.
What is Third Mumbai?
Third Mumbai is a planned new city in Raigad district. MMRDA was appointed its New Town Development Authority, and in October 2024 named it after three villages in the area: Karnala, Sai and Chirner.
It is designed as an integrated urban centre with business districts, technology hubs, data centres, logistics facilities, hospitals, colleges and housing. The aim is to take pressure off Mumbai and Navi Mumbai and create jobs around the new airport and Atal Setu.

Where is Third Mumbai?
KSC New Town covers about 323.44 sq km across 124 villages in Uran, Panvel and Pen talukas. Nearly half of the area is hills, forest and farmland, which will shape where development actually happens.
It will draw on four big connectivity projects:
Navi Mumbai International Airport
Atal Setu (Mumbai Trans Harbour Link)
The Panvel–Karjat suburban rail corridor
The proposed Virar–Alibaug multimodal corridor
How much is being spent?
MMRDA has earmarked ₹4,000 crore for KSC New Town infrastructure in 2026–27. The project was highlighted in Maharashtra’s 2026 budget. Surveys, a vision document and a master plan are part of the early work.
Should you buy Third Mumbai plots now?
Third Mumbai is early-stage. That means the biggest gains are still ahead, but so is the biggest uncertainty.
| Opportunity | Risk |
|---|---|
| Prices are still below Panvel’s airport belt | The master plan is not final; land may be reserved for roads or public use |
| Government money is committed for 2026–27 | Big new towns take 10–20 years to fill up |
| Next to the airport and Atal Setu | Large forest and hill areas cannot be developed |
A safer approach: buy clear-title NA land on the edges of the new town, in areas that already have roads and services. You benefit from Third Mumbai’s growth without betting everything on a final map you have not seen.
