NRI Guide to Buying Plots Near Mumbai: Rules, Documents and Safe Locations

For many Indians in Dubai, Singapore, London or New Jersey, a plot back home is about more than returns. It is a future house, a link to family, a place to retire. Interest in NRI plots near Mumbai has grown sharply as Navi Mumbai airport opened and developers began marketing Karjat and Khopoli to Gulf-based NRIs. This guide covers what you can buy, how to pay, and how to buy safely from abroad.

What NRIs and OCIs can and cannot buy

Under India’s foreign exchange rules (FEMA), NRIs and OCI cardholders can buy residential and commercial property, including residential plots. They cannot buy agricultural land, plantation property or farmhouses, and cannot acquire them as a gift. They can, however, inherit any property, including farm land.

This is why NRIs should look for residential NA plots or plots in MahaRERA-registered layouts, and avoid “farm plots” entirely.

How NRIs must pay

  • Through normal banking channels only: inward remittance from abroad, or from your NRE, NRO or FCNR account in India.
  • No cash, traveller’s cheques or foreign currency notes.
  • Keep every bank record: you will need them when you sell and repatriate the money.

Buying from abroad: the power of attorney route

You do not need to fly in for every step. Many NRIs appoint a trusted family member or lawyer through a power of attorney (POA):

1

Draft a specific POA for this property, not an open-ended general one.

2

Sign it before the Indian embassy or consulate, or get it notarised and apostilled where you live.

3

Get it adjudicated and stamped in India within the time limit after it arrives.

4

Your representative can then handle the agreement and registration.

Documents you will need

  • Passport and visa, or OCI card
  • PAN card (needed for property registration and tax)
  • Proof of overseas address
  • Bank statements showing the source of payment
  • Two photographs and, if used, the registered POA

Safe locations for NRI plots near Mumbai

LocationWhy NRIs choose it
PanvelClosest to Navi Mumbai airport; strongest long-term demand
KhopoliVilla plots between Mumbai and Pune; branded gated projects
KarjatSecond homes in nature; launches marketed to GCC-based NRIs

When you sell

The buyer must deduct tax (TDS) at the higher rate that applies to NRI sellers, so plan for this or apply for a lower-deduction certificate. Sale proceeds can be repatriated within RBI limits if the property was bought through proper banking channels.

FAQs

Can NRIs buy plots near Mumbai? Yes, residential and commercial plots. NRIs cannot buy agricultural land, plantations or farmhouses.

Can an OCI cardholder buy land in India? OCI holders follow the same rules as NRIs: residential and commercial property is allowed, agricultural land is not.

Do NRIs need to be present to buy property? No. A registered power of attorney lets a trusted person complete the purchase in India.

Can NRIs get a home loan for a plot? Many Indian banks offer plot or composite loans to NRIs, subject to their terms. Check with your bank.
